Currently, we are looking for a Fleet Compliance Specialist to join the ArcBest team. The Fleet Compliance Specialist directs and manages the U.S. Department of Transportation (DOT) Federal Motor Carrier Safety Regulations (FMCSA) and company Drug and Alcohol policy compliance of Independent Contractors for the Panther fleet. This position interprets, processes, maintains and reports all DOT physical and Drug screen results. 

In addition, the Fleet Compliance Specialist works directly with medical examiners, testing facilities and clinics to ensure compliance with FMCSA Regulations and company policies while resolving and reporting any issues that may arise. This position also disqualifies Independent contractors with non-compliant drug screen, breath alcohol, and refusal results, removes them from Safety Sensitive functions, and reports violations to the FMCSA Drug & Alcohol Clearinghouse.

Your contribution may include:

  • Represent the company as a Designated Employer Representative (DER) for Department of Transportation ÝDOT, 49 CFR Part 40¨.
  • Comprehend, monitor, facilitate and answer questions pertaining to the company drug and alcohol program policy.
  • Manage and review the FMCSA’s Drug & Alcohol Clearinghouse (DACH) query results for new and existing independent contractor’s results to ensure compliance.
  • Report drug and alcohol violations to the FMCSA’s DACH per DOT, 49 CFR Part 382.705.
  • Oversee independent contractor compliance with FMCSA DOT physical and Drug Screen regulations and company policies.
  • Research and respond to FMCSA Drug & Alcohol Clearinghouse dispute resolution inquiries.
  • Coordinate testing with approved vendors of FMCSA DOT physicals, drug screens, and breath alcohol testing for independent contractors as they pertain to orientation classes, offsite testing, random drug & alcohol testing, and post-accident testing.
  • Monitor and communicate independent contractor results of FMCSA DOT drug screen, and breath alcohol tests, and post-accident tests ensuring compliance and enter into company systems.
  • Analyze physical qualifications and examination results of Independent contractors to determine if medically certified and physically qualified to operate a commercial motor vehicle.
  • Provide communication of the FMCSA DOT medical process to Independent contractors and company personnel, as needed.
  • Monitor State Driving Licensing Agency compliance of independent contractor Medical Certification and Commercial Driver’s License (CDL) to avoid having commercial driving privileges downgraded using company systems.
  • Communicate non-compliance medical, drug screen, and breath alcohol results provided by DOT qualified medical examiners and/or Medical Review Officer to the independent contractor and place on safety hold or disqualify based on FMCSA regulations and company policies.
  • Remove independent contractors with non-compliant drug screen, breath alcohol, and refusal from Safety Sensitive functions.  Prepare disqualification letters to be sent by certified mail.
  • Collect and provide drug and alcohol testing results for the company and prior year results to the FMCSA utilizing the Annual Damis Data Collection online process.
  • Audit vendor invoices for medical services rendered for accuracy and reconcile with systems. information entered in company.
  • Other duties and projects, as assigned.

As the Fleet Compliance Specialist, you will be a member of the ArcBest Expedite: Claims & Safety team. Your work hours will be Monday-Friday, 9:00am-6:00pm with occasional irregular hours depending on workload.

Education: High School diploma or equivalent, preferred.   

Experience: Prior DOT and Safety experience in the transportation industry, preferred.

Computer Skills: Working knowledge in Microsoft Office Suite.

Other Requirements: Knowledge of Federal Motor Carrier Safety regulations, preferred. Designated Employer Representative (DER) training, preferred. Federal Motor Carrier Safety Administration (FMCSA) Drug & Alcohol Testing rules, preferred. Reasonable Suspicion training, preferred.
